The operating system associates drivers with devices by referecing the driver's entry within the Windows registry. Should these registry values become corrupted or missing, a Code 19 error message may occur.

It's not uncommon for drivers to become faulty during their normal use. Because drivers are in constant use from the moment the computer is powered on, it is common for users to experience Code 19 errors that are the result of a bad driver or bad registry information.
